National Pension Service Chairman and Chief Executive Officer Kim Yong-jin is a career bureaucrat with 30 years of experience, serving posts at the Finance Ministry.
Passing the public administrative examination in 1986, Kim joined the Economic Planning Board to work in the budget office. Since 1998, he built his career at the Ministry of Planning and Budget (currently the Ministry of Economy and Finance) to lead the reform planning project and to serve as the head of the social fund division and welfare labor budget division and head of the public innovation planning team. With the Ministry of Planning and Budget rebranded as the Ministry of Economy and Finance in 2008, he led the innovation human resource division, served as chief of staff to the finance minister and worked as a high-ranking director-general at the external economy bureau. He was also a director-general for Finance and Economy at the Korean embassy in the United Kingdom. After 2012, Kim took on various roles in the Ministry of Economy and Finance, such as commissioner for public innovation planning in the public policy bureau, spokesperson and director-general for social budget, before leading the regional development planning task force in the regional development committee in 2015, directly reporting to the president. From June 2017 to December 2018, he served as the vice minister of economy and finance. Kim has a bachelor’s degree in education from Sungkyunkwan University and a master’s degree in public policy from the KDI School of Public Policy and Management.
